　　青海省发展改革委资源节约和环境保护处副处长赵志玮介绍，青海省政府印发《青海省推动大规模设备更新和消费品以旧换新实施方案》，提出要坚持市场为主、政府引导，鼓励先进、淘汰落后，标准引领、有序提升，确保“双新”工作取得实效。

　　据悉，上述《实施方案》提出，主要开展设备更新、消费品以旧换新、回收循环利用、标准提升四大行动。《实施方案》明确，到2027年，重点领域设备投资规模较2023年增长25%以上，聚焦工业、建筑市政、交通运输、农业、文教卫等7大重点领域，实施设备更新行动。

　　对于消费品以旧换新行动，《实施方案》明确，到2027年，报废汽车回收量较2023年增加约一倍。

　　青海省住房和城乡建设厅综合计划财务处副处长陈绍文介绍，青海省住建部门研究制定了《青海省推进建筑和市政基础设施设备更新工作实施方案》，部署各地以大规模设备更新为契机，加快住建领域设施设备补齐短板、升级换代、提质增效，促进先进设备生产应用，推动该省住建领域高质量发展。

　　据悉，青海省确定建筑和市政基础设施领域设备更新11项重点任务，包括住宅老旧电梯更新、既有住宅加装电梯、供水设施设备更新、污水处理设施设备更新、供热设施设备更新、液化石油气充装站标准化更新建设、城市生命线工程建设、环卫设施设备更新、建筑施工设备、建筑节能改造和支持旧房改造和家装换新等。
